After Lorene Scafaria and Ashton Kutcher were spotted together in Italy over the holidays, a rep for the actor came out and shot down rumors of these two dating.

But we wonder what that rep would say now.

Ashton Kutcher in LA

In the latest issue of Us Weekly, a witness says he spotted the screenwriter and the actor cozying up at a charity event on February 25.

"They were affectionate," the onlooker reports. "When they thought no one was watching, they held hands, and she rubbed his back and his neck."

Scafaria previously dated Adam Brody and Kutcher, of course, was married to Demi Moore for six years. That actress just left rehab and is reportedly vacationing now in Turks and Caicos.

The Senate is debating Republican legislation aimed at taking a bite out of President Barack Obama?s health care law. (AP) ? In an election year battle mixing birth control, religion and politics, Democrats narrowly blocked an effort by Senate Republicans to overturn President Barack Obama's order that most employers or their insurers cover the cost of contraceptives.

The 51-48 vote on Thursday killed a measure that would have allowed employers and insurers to opt out of portions of the president's health care law they found morally objectionable. That would have included the law's requirement to cover the costs of birth control.

Sen. Olympia Snowe, who this week dropped her re-election bid and cited frustration with the polarized Congress, cast the lone Republican vote to block the measure. Two Democrats up for re-election and one who is retiring voted against Obama's requirement.

Majority Democrats said the legislation would have allowed employers and insurers to avoid virtually any medical treatment with the mere mention of a moral or religious objection.

"We have never had a conscience clause for insurance companies," said Sen. Barbara Boxer, D-Calif. Insurers, she said, don't need an invitation to deny coverage for medical treatment. "A lot of them don't have any consciences. They'll take it."

Republicans argued that the requirement under the health care overhaul violates the First Amendment's guarantee of religious freedom by forcing insurers and employers to pay for contraception for workers even if the employers' faith forbids its use. Roman Catholic leaders have strongly opposed the requirement.

The Senate vote aside, the debate "won't be over until the administration figures out how to accommodate people's religious views as it relates to these mandates," said the measure's sponsor, Sen. Roy Blunt, R-Mo. "This is a debate that might be settled at that building across the street," he said, referring to the Supreme Court.

Such cultural issues have been prominent in this presidential election year, with Republican presidential candidates casting Obama's health care law as government overreach into the most personal types of medical decisions. The contraception policy in particular touches on religious and women's rights important to the activists at the core of each party.

A majority of Americans support the use of contraceptives. The public is generally in favor of requiring birth control coverage for employees of religiously affiliated employers, according to a CBS News/New York Times poll Feb. 8-13. The survey found that 61 percent favor the mandate, while 31 percent oppose it. Catholics support the requirement at about the same rate as all Americans.

The legislative fight came after the controversy had already forced the White House to budge somewhat. The administration initially ruled that religious-affiliated institutions such as hospitals and universities must include free birth control coverage in their employee health plans. As protests mounted from Catholic leaders and many Republicans, Obama announced an adjustment: Religious employers could opt out, but insurance companies must then pay for the birth control coverage.

Defending the White House stand on Thursday, Vice President Joe Biden also gave voice to the way it came together.

Said Biden: "It got screwed up in the first iteration."

Republicans say it's still not fixed since many employers pay insurers to cover their workers and in effect underwrite the contraception coverage.

GOP senators insisted on attaching Blunt's amendment to an unrelated transportation bill. Democrats cast the move as just one of a number of attempts by the GOP to roll back long-established women's rights.

Both sides protested strenuously that an issue affecting millions of Americans was being used for political gain. But in reality, virtually the entire four-day discussion in the Senate was about election-year strategy. With the presidency and congressional majorities at stake, both sides used the issue to rally their bases of support.

Republicans sought to hold together conservatives and others in the midst of their party's unsettled battle for the presidential nomination. And for Obama, there is no constituency more crucial to his re-election chances than women.

In the end, the vote hung on a handful of centrists as Democrats chose a parliamentary maneuver that required only 50 votes to kill the amendment.

Snowe, R-Maine, had said the GOP amendment was written too broadly for her to support. Democrats voting in favor of the measure were Joe Manchin of West Virginia and Bob Casey of Pennsylvania, both up for re-election, and Ben Nelson of Nebraska, who is retiring.

Democrats saw broader symbolism in Snowe's decisions. "If Republicans keep this up, they're going to drive away independent voters, women and men, just as they are driving moderates out of their caucuses," said Sen. Chuck Schumer of New York.

But Republicans kept one such lawmaker in the fold on the vote, Snowe's fellow senator from Maine. Susan Collins kept all sides on edge until minutes before the vote, saying on the Senate floor that she was troubled that the administration could not assure her that faith-based self-insured organizations would be protected from the mandate to cover contraception.

"I feel that I have to vote for Senator Blunt's amendment," she said.

On the presidential campaign trail, GOP front-runner Mitt Romney apparently stumbled over a question of whether he supported the amendment, in the end saying that he did, "of course." His main challenger, former Pennsylvania Sen. Rick Santorum, has said that contraception conflicts with his Roman Catholic beliefs.

The Obama administration and congressional Democrats said Blunt's measure was so broad it could allow employers to opt out of virtually any kind of medical treatment.

"This proposal isn't limited to contraception, nor is it limited to any preventive service. Any employer could restrict access to any service they say they object to," said Secretary of Health and Human Resources Kathleen Sebelius. "The Obama administration believes that decisions about medical care should be made by a woman and her doctor, not a woman and her boss."

SCVNews.com | Torlakson: California Kids No Longer Getting Fatter ...

[CDE] ? Following years of preventive and legislative efforts to positively affect the health of children, State Superintendent of Public Instruction Tom Torlakson announced today that the rise in obesity and drop in fitness levels have stabilized in California students. The results are in a peer-reviewed report titled ?Obesity and Physical Fitness in California School Children,? published in the American Heart Journal.

?For the first time, we have reached a critical turning point in our battle against the silent epidemic of childhood obesity,? said Torlakson. ?California was the first state to develop comprehensive obesity prevention and testing programs, which, coupled with the commitment of teachers and parents, are helping us get a handle on childhood obesity in the state.?

Dr. William Bommer and his team of researchers at the University of California, Davis, examined the state?s Physical Fitness Test (PFT) data of more than 6 million students in the fifth, seventh, and ninth grades from 2003-08.? The researchers found the obesity rate is slowing down when compared to annual increases in prior decades and in other national studies. In prior decades, childhood obesity increased 0.8 percent to 1.7 percent per year. In this study, obesity increased only 0.33 percent per year between 2003 and 2008.

Under the PFT, aerobic capacity is a key indicator of physical fitness and body composition is perhaps the most important indicator of who will develop future health problems. The Bommer study found there were improvements in aerobic capacity, body strength, and flexibility. However, the study also found students entering the fifth grade were more obese every year, and that this early obesity was not reversible within the school program.

?My Team California for Healthy Kids initiative will continue the fight to promote healthy eating and physical activity every day, inside and outside of schools, and throughout the community,? Torlakson said. ?This fight is critical, because research shows healthy and fit students perform better academically.?

The California Department of Education began a series of steps in 1996 to address the increase in childhood obesity and decrease in fitness among the state?s students. The PFT was implemented on an annual basis to assess the prevalence and development of overweight, obesity, and overall physical fitness in students in the fifth, seventh, and ninth grades. In 2004, the Task Force was created, met for a year, and made recommendations that were incorporated into the California Education Code.

The Task Force made three recommendations. First, increase physical exercise to a minimum of 200 minutes for kindergarten through grade five, and 400 minutes for grades six to twelve every 10 school days. Secondly, increase health education to promote healthful eating and physical activity. Thirdly, ensure the serving of healthy foods and beverages at school and prohibit high-fat, high-sugar foods and beverages. Regular audits were performed and then the PFT was used to assess any changes in obesity and fitness.

(AP Phioto/dapd, Torsten Silz, File)

(AP) ? If you're amazed ? and maybe even a little alarmed ? about how much Google seems to know about you, brace yourself. Beginning Thursday, Google will operate under a streamlined privacy policy that enables the Internet's most powerful company to dig even deeper into the lives of its more than 1 billion users.

Google says the changes will make it easier for consumers to understand how it collects personal information, and allow the company to create more helpful and compelling services. Critics, including most of the country's state attorneys general and a top regulator in Europe, argue that Google is trampling on people's privacy rights in its relentless drive to sell more ads.

Here's a look at some of the key issues to consider as Google tries to learn about you.

Q: How will Google's privacy changes affect users?

A: Google Inc. is combining more than 60 different privacy policies so it will be able to throw all the data it gathers about each of its logged-in users into personal dossiers. The information Google learns about you while you enter requests into its search engine can be culled to suggest videos to watch when you visit the company's YouTube site.

Users who write a memo on Google's online word processing program, Docs, might be alerted to the misspelling of the name of a friend or co-worker a user has communicated with on Google's Gmail. The new policy pools information from all Google-operated services, empowering the company to connect the dots from one service to the next.

Q: Why is Google making these changes?

A: The company, based in Mountain View, Calif., says it is striving for a "beautifully simple, intuitive user experience across Google." What Google hasn't spent much time talking about is how being able to draw more revealing profiles about its users will help sell advertising ? the main source of its $38 billion in annual revenue.

One reason Google has become such a big advertising network: Its search engine analyzes requests to figure out which people are more likely to be interested in marketing pitches about specific products and services. Targeting the ads to the right audience is crucial because in many cases, Google only gets paid when someone clicks on an ad link. And, of course, advertisers tend to spend more money if Google is bringing them more customers.

Q: Is there a way to prevent Google from combining the personal data it collects from all its services?

A: No, not if you're a registered user of Gmail, Google Plus, YouTube, or other Google products. But you can minimize the data Google gathers. For starters, make sure you aren't logged into one of Google's services when you're using Google's search engine, watching a YouTube video or perusing pictures on Picasa. You can get a broad overview of what Google knows about you at http://www.google.com/dashboard , where a Google account login is required. Google also offers the option to delete users' history of search activity.

It's important to keep in mind that Google can still track you even when you're not logged in to one of its services. But the information isn't quite as revealing because Google doesn't track you by name, only through a numeric Internet address attached to your computer or an alphanumeric string attached to your Web browser.

Q: Are all Google services covered by the privacy policy?

A: No, a few products, such as Google's Chrome Web browser and mobile payment processor Wallet, will still be governed by separate privacy policies.

Q: Is Google's new privacy policy legal?

A: The company has no doubt about it. That's why it's repeatedly rebuffed pleas to delay the changes since announcing the planned revisions five weeks ago. But privacy activists and even some legal authorities have several concerns.

The Electronic Privacy Information Center, a privacy rights group, sued the FTC in a federal court in an effort to force the FTC to exercise its powers and block Google's privacy changes. A federal judge ruled the courts didn't have the authority to tell the FTC how to regulate Google. The FTC says it is always looking for evidence that one of its consent orders has been violated.

Earlier this week, the French regulatory agency CNIL warned Google CEO Larry Page that the new policy appears to violate the European Union's strict data-protection rules. Last week, 36 attorneys general in the U.S. and its territories derided the new policy as an "invasion of privacy" in a letter to Page.

One of the major gripes is that registered Google users aren't being given an option to consent to, or reject, the changes, given that they developed their dependence on the services under different rules. In particular, people who bought smartphones running on Google's Android software, and signed two-year contracts to use the devices, may have a tough time avoiding the new privacy policy. They could switch to non-Google services, but those typically don't work as well on Android software. Or they could buy a different smartphone and pay an early-termination penalty.

Q: What regulatory power do government agencies have to change or amend the privacy changes?

A: The U.S. Federal Trade Commission gained greater oversight over Google's handling of personal information as part of a settlement reached last year. Google submitted to the agreement after exposing its users email contacts when it launched a now-defunct social networking service called Buzz in 2010. The consent order requires Google's handling of personal information to be audited every other year and forbids misleading or deceptive privacy changes.

Google met with the FTC before announcing the privacy changes. Neither the company nor the FTC has disclosed whether Google satisfied regulators that the revisions comply with the consent order.
