US senator hopeful Vietnam adoptions to restart

(AP) ? Vietnam and the United States are close to an agreement allowing Americans to adopt Vietnamese children again, five years after a ban was imposed amid allegations of baby-selling and babies offered without parents' consent, a visiting U.S. senator said.

Vietnam was a popular destination for prospective adoptive parents before Washington imposed the ban in 2008 following a U.S. investigation.

Senators and adoption lobby groups have been urging Vietnam to pass stronger laws and better monitor the process so that adoptions can resume. A leading advocate, Sen. Mary Landrieu, said Vietnam now has safeguards in place to resume adoptions, including a central authority overseeing the process.

"The government of Vietnam seems to be willing to restart, and there are just some final details to be worked out with the government of the United States," the Democrat from Louisiana told reporters late Wednesday in Hanoi, Vietnam's capital. "We hope that it will be in the near future."

Demand for inter-country adoptions has risen in recent years, especially by prospective parents in the United States. For singles wanting a child, or couples unable or unwilling to conceive, the idea of adopting a foreign baby from an orphanage in a poor country is attractive. But programs in several developing countries like Haiti and Guatemala have been beset by scandals and allegations of baby-selling.

A U.N.-commissioned report into adoptions in Vietnam in 2009 said the demand from prospective parents, most of them in the United States, had essentially created a supply of young babies. Cash payments by adoption agencies to orphanages led them to seek out children for adoption abroad, often without proper checks into their background or their family circumstances.

"The availability of children who are adoptable abroad corresponds more to the existence of foreign prospective adopters than to the actual needs of abandoned and orphaned children," the report said.

Landrieu, the mother of two adopted children and the wife of a man adopted from overseas, said "there was no perfect system," but that the urgent need of children living in institutions needed to be considered.

"There is always going to be a possibility of something going wrong, but just because one or two or three or a handful of cases is not handled right, it doesn't mean that you shouldn't have an opportunity for kids to have families," said Landrieu, who was among a group of four U.S. senators visiting Vietnam.

Vietnamese government spokesman Luong Thanh Nghi said that "Vietnamese law has had clear regulations on the process and procedures on Vietnamese children adopted by foreign families."

Asked whether an agreement with the United States was close, he said that "the two sides were continuing to consider."

In September last year, officials from Ireland and Vietnam signed an agreement to restart adoptions, which were halted in 2009.

Partly as a result of fears over baby-selling scandals, the number of international adoptions has fallen to its lowest point in 15 years. Globally, the number of orphans being adopted by foreign parents dropped from a high of 45,000 in 2004 to an estimated 25,000 last year, according to annual statistics compiled by Peter Selman, an expert on international adoptions at Britain's Newcastle University.

5 killed in explosions in southern Indian city

HYDERABAD, India (AP) ? At least five people were killed Thursday in a pair of explosions in crowded areas of the southern Indian city of Hyderabad, police said. More were feared dead and injured.

The blasts occurred about 10 minutes apart outside a movie theater and a bus station, police officer Syed Anwarul Huda said.

The CNN-IBN television news channel said 11 people were feared dead.

Police were trying to determine the cause of the explosions, Huda said.

Television images showed the injured being taken to hospitals. The areas were cordoned off by police as panic spread among nearby people.

The last major bomb attack in India was a September 2011 blast outside the high court in New Delhi that killed 13 people.

Federal Home Secretary R.K. Singh said officials from the National Investigation Agency and commandos of the National Security Guards were leaving New Delhi for Hyderabad, the capital of Andhra Pradesh.

India has been in a state of alert since Mohammed Afzal Guru, a Kashmiri, was hanged in a New Delhi jail nearly two weeks ago. Guru had been convicted of involvement in a 2001 attack on India's Parliament that killed 14 people including five gunmen.

Many in Indian-ruled Kashmir believe Guru did not receive a fair trial, and the secrecy with which the execution was carried out fueled anger in a region where anti-India sentiment runs deep.

Smartphone Barometers Create Weather Station Network

60-Second Tech

Some Android smartphones and tablets measure atmospheric pressure. More could provide forecasters with important info in areas with few official weather stations. Larry Greenemeier reports

More 60-Second Tech

For a few years a handful of Android smartphones and tablets?mostly from Samsung?have come equipped with digital barometers. The idea was to help measure altitude and improve GPS accuracy. Now researchers have found a way to use these barometers for their traditional purpose?weather forecasting.

An app called PressureNet developed by Canadian company Cumulonimbus (with help from University of Washington atmospheric scientists) creates an interface between the device and researchers. Since PressureNet?s most recent release in January, the researchers have been collecting about 4,000 readings per hour from the app?s users. They plan to make this information available to the National Weather Service and other meteorologists worldwide.

An influx of crowd-sourced air pressure data would better pinpoint storms as they form, allowing longer response times?especially important when dealing with relatively small but intense thunderstorms that develop quickly in areas with few official weather stations.

That?s assuming Apple and the rest of the Android community start feeling a different kind of pressure, and install barometers in their devices too.

Jobylon Bounty Crowdsources Headhunting Through A Facebook App

Are attitudes towards Facebook shifting where users will start using it more for job seeking? Stockholm-based social job board, Jobylon, has now put a major focus on their "Bounty" jobs where users can refer their facebook friends for jobs, and receive 'bounties' in return. The result is an interesting take on recruiting - sort of a crowdsourced headhunting Facebook app.

The way it works is pretty simple. Users log into Jobylon as a Facebook app, where their algorithm automatically matches their friends (and your friends' friends) to jobs, based on their studies or occupation on Facebook. If the matches look good, you can refer a friend to a job, which is sent as a private Facebook message. If they accept they can forward their details to the employer, and if your recommended candidates get hired, you get rewarded. Of course you can also apply to these jobs yourself, but the cool hook here is the reward system.

Economic review finds Detroit unable to fix budget woes

By Andrew Rafferty, Staff Writer, NBC News

Motown is singing a sad, sad tune.

An economic review team painted a bleak picture of Detroit's economic outlook?on Tuesday, sending a report to Michigan Gov. Rick Snyder that declared the city is in "a financial emergency" that it is unable to fix.

The six-person state team tasked to comb through Detroit's finances has unanimously?concluded that the city needs outside assistance to right its economic woes and become solvent again.

"We believe there is a financial emergency in the city and that there is no plan in place to correct the situation," Michigan State Treasurer Andy Dillon said at press conference Tuesday afternoon.?

The group's findings were sent on Tuesday to Snyder, who now has 30 days to either accept or reject the conclusion. It is likely the governor will appoint an emergency financial manager to head the effort of turning Detroit's financial situation around.

The report found the Motor City faces a?cumulative cash deficit of more than $100 million by June 30, 2013 if? "significant spending cuts" are not made. Detroit has $14 billion in employee retirement liabilities and unfunded pensions, and will need $1.9 billion over the next five years to pay off other long-term liabilities. The city has been running deficits every year since 2005, according to the review team.

The city's population, and with it its tax base, has plunged in recent decades. ?Detroit has been hit hard by the decline of the auto industry, foreclosures and crime -- all factors that have played a part in its economic misfortunes. "While we all know there is financial strain in the city, there is also not an ability or a mechanism in place for the city to address it absent of a?finding?of emergency," said Dillon.

A large portion of the review was focused on?Detroit's?200-page charter, which the economic team found was preventing the city from making the necessary changes. The final report also said the city's bureaucracy is too inflexible to make the?meaningful?changes that would be necessary to change course.?

Dillon said the state has given Detroit opportunities to get their fiscal house in order, but city?official?have failed to do so.?"We gave the city every chance to avoid the outcome that we're recommending to the governor today," he said. ?In a statement the treasurer said "key reform measures have not occurred quickly enough, if at all."

Still, members of the review team present at Tuesday's news conference were optimistic that things could be fixed in what was once one of America's top city's.??

"A lot of the ingredients for the turnaround of the city are in place," said?Frederick Headen, legal advisor for the Michigan Department of Treasury?and member of the review panel. "Now we just need to execute and I do believe strongly that Detroit is fixable."
